Description: Single stamp usage of #CVP91b "USPS Eagle" OVERPRINT ERROR stamp used to pay the entire fee on USPS Form 3817 #CVP91b pays the entire $1.40 fee on this USPS Form 3817; something that is usually not easily possible via regular stamps or APC/CVP stamps, since the rate normally does not correspond to denominations regularly issued for regular stamps or APC/CVP stamps! Here's the interesting part:The overprint error on #CVP91b resulted when the APC / SSK machines were being replaced starting in August 2018. The factory setting was for "plain white label" stock, and the installers (and USPS personnel initially) were not aware of this when they installed the "Flag" design labels. As such, the machine printed the standard "2D Matrix Code" design on top of the flag (since the machine does not know what label stock is actually installed...). Few people would have bought $1.40 denomination rates from the APC / SSK machines. To my knowledge, the only $1.40 rate at the time was that for USPS Forms 3817 (i.e.: the "certificate of mailing"). Thus, the combination of an error stamp and a "single stamp use" to pay for the fee is difficult (if not impossible) to find! If you are a collector of errors or modern postal history, then this will be an interesting lot for your collection or exhibit! This is a great item showing proper postal usage of a an APC ERROR stamp used on a form that rarely sees stamps being used to pay the fee! Generally, USPS Forms 3817 (which are also known as "Certificate of Mailing") are mostly found with a "PVI" meter strip issued by the Post Office clerk (or perhaps a meter strip by a commercial customer); finding them with stamps or ATM stamps is fairly scarce, and even scarcer if ERROR stamps are used ! --> Please note that if using the "ebay standard envelope" shipping option, that we are NOT allowed to use a stiffener, thus the envelope is not being protected from being folded or creased in the US Postal Service automated processing equipment or by the carrier. Thus, while "ebay standard envelope" is cheaper (and does provided tracking), I would personally rather ship via "USPS Ground Advantage" (which is fully tracked and insured), as that allows me to use heavy corrugated board stiffeners to more adequately protect your item while in transit. Foreign Airmail shipments are possible, but are NOT tracked and shipped at the buyer's risk.
