The plaque reads "PRESENTED TO LT COL HAWINS, DALE A I APPRECIATE FROM THE BOTTOM OF MY HEART. YOUR BEST EFFORT FOR THE DROUGHT AND FLOOD RELIEF OPERATION WHICH HAS PROMOTED FRIENDSHIP BETWEEN U.S. AND ROK. AND HAS BEEN OF GREAT ASSISTANCE TO THE WELFARE OF THIS NATION PARK KYUNG WON LT.
